Request for Consultancy: Develop a Report on Technology-Facilitated Gender Based Violence
Background/Rationale:
Womankind Worldwide is an international women’s rights organisation and funder, working with women’s rights groups and feminist movements across the world to end gender inequality. We take collective action alongside women’s rights organisations, intersectional feminist movements and activists in Eastern and Southern Africa and South Asia. We support them to challenge inequality, at home, in communities and the workplace. We fund and strengthen these movements and advocate for change alongside them. Since we began over 30 years ago, we have worked with hundreds of women’s rights organisations and millions of women and their families to change lives and communities. We have influenced governments and other decision-makers to commit to ending violence against women, enable women to gain economic independence and ensure their voices are heard. As a feminist organisation, working to dismantle systems of oppression that discriminate against women, girls and people of all genders is at the heart of what we do, decolonisation and antiracism play a key role in informing how we work.
Purpose of the Assignment /Consultancy:
TFGBV is an act of violence committed by one or more people using technology partly or fully based on one’s gender resulting in physical, sexual, and psychological, social, political, or economic harm, or other infringements of rights and freedoms. As technology advances, social media and other digital platforms have become widespread methods of communication globally, and so has the increase of TFGBV, making it easier for perpetrators to exploit through these channels. In terms of who bears the brunt of TFGBV, global prevalence is 16%-58% of internet users with the most affected are girls and women, considering intersecting identities based on race, sexuality and disability. Through existent and emergent forms of technology, TFGBV manifests as online sexual harassment and abuse, cyberstalking, non-consensual sharing of intimate images, sextortion, online grooming, doxing, impersonation, defamation and controlling a survivor’s access to technology.
The online realm is rapidly emerging as a new battleground for gender-based violence, making it crucial for all involved parties to collaborate in ensuring that technology and digital environments are safe and fair for everyone. CSOs and movements including Womankind, its partners and allies have a role to play in education, awareness raising, and advocacy. In line with Womankind’s key thematic area, ending all forms of violence against women and girls, Womankind seeks to develop an Analysis Report that will identify various patterns of TFGBV, provide insights, and inform advocacy efforts against TFGBV. The Analysis Report will also present actionable recommendations, providing strategic guidance to Womankind partners, girl-led and women's rights organizations, policymakers, and all stakeholders on TFGBV. This report will further advance Womankind’s efforts to address TFGBV, building on existing work and contributing to deeper understanding of TFGBV, support targeted advocacy initiatives and coordinated responses.
In line with Womankind’s thematic areas, the analysis report on TFGBV will also align with the Policy Brief: Disrupting the Continuum of Violence: Combatting Technology-Facilitated Gender-Based Violence, by deepening the understanding of how TFGBV affects individuals with intersectional marginalized identities. It will address the nuances and compounded impact of racial, cultural, and sexual identity-based violence. The report will examine the significant economic consequences of TFGBV, including restricted digital participation, and explore how TFGBV specifically manifests in the lives of women in public-facing roles. Furthermore, it will emphasize the need to promote accountability in digital spaces and foster an inclusive digital culture where women and girls, in all their diversities, can safely and fully participate.
Key Tasks:
- Development of the Analysis Report on TFGBV outlining strategic advocacy frameworks and evidence-based recommendations to support and guide effective advocacy efforts of a diverse Womankind and its partners and grantees, girl-led and women's rights organizations, feminist movements, policymakers, and all stakeholders. The 35–40-page report will be launched during the sidelines of CSW70.
Deliverables:
Deliverable 1: Deliver an inception meeting
- Develop an inception report outlining the proposed methodology, and a detailed implementation plan to guide the effective execution of the analysis.
- Conduct a literature review of existing Womankind Worldwide documentation, along with publicly available resources and research related to TFGBV.
- Include a Dissemination Plan outlining the strategy for wider knowledge exchange and influencing with peers and colleagues within and beyond the sector.
- Consult Womankind Worldwide focal point for review of draft inception report.
- Deliver an inception meeting to circulate the report with wider Womankind Worldwide colleagues for review and sign-off.
Deliverable 2: Conduct virtual key information interviews and focus group discussions with key Womankind Worldwide Partners in the focus countries.
- Engagements will be planned together with the Womankind Worldwide focal point.
- All interviews should feed into the analysis report representing the voices and contribution to the report and in line with Womankind Worldwide policies around ethical interviewing and consent.
Deliverable 3: Produce a final analysis report
- Develop a template for the final report, outlining key information focus-areas.
- Produce a comprehensive report reviewing, analysing, and assessing the impact of TFGBV on achieving gender equality in accordance with the overarching purpose of the report and the agreed workplan (35-40 pages).
- Development of an advocacy fact sheet derived from the analysis report highlighting key findings and recommendations (1-2 pages).
- First draft produced by Monday 1st December 2025.
- Final draft signed off by Friday 30th January 2026.
Organization & Management:
- The consultant will work closely with the Policy and Advocacy team at Womankind Worldwide.
- The Policy and Advocacy team at Womankind Worldwide will support the consultant in the following:
- Access to all internal reports /contents and data relevant to the assignment. These will include content to be developed and other relevant documents to support the development of the policy brief including: “Breaking the Silence: Ending Online Violence and Abuse Against Women’s Rights Activists”; Disrupting the Continuum of Violence: Combatting Technology-Facilitated Gender-Based Violence.
- Support and assistance to gain access to relevant stakeholders for consultations to the extent possible.
- Orientation with the consultant and outline the parameters of the required services.
- Provide and agree with the Consultant on the revised work schedule, timelines, and deadlines.
- Provide relevant feedback and evaluation of the service provided and outputs submitted.
Required Qualification, Skills, and Competencies:
We are keen to work with a feminist professional with the following qualifications and competencies:
- Knowledgeable in policy and advocacy landscape in relation to violence against women (internationally, regionally, and nationally especially in the focus countries).
- Strong feminist analysis and current knowledge of the latest developments and trends on TFGBV.
- Excellent writing, interpersonal, communication skills (in English).
- Effective time and project management ability.
Duration of Assignment:
The contract will be effective from the date of signing and the delivery of the work is expected to be completed by 30th January 2026. Please refer to the deliverables section for tentative timelines.

- Technical proposal (not more than 3 pages responding to the scope of work outlined in 5 above). The technical proposal should include a work plan outlining how the consultancy days will be utilized.
- The Financial Proposal - We have a total budget of GBP 20,000 inclusive of taxes for the assignment. Please include an itemised budget/breakdown of anticipated costs (1 page only)
- Curriculum Vitae’s (CV/Resume) - We will require this for all persons who will work on this project (if applying as a group/organisation) or a single CV if applying as an individual contractor. This should document your professional, educational and personal achievements that make you the right person(s) to undertake this opportunity. Kindly include one example of a similar policy brief that you have drafted.
- References – Two references from individuals who have previously contracted the applicant for similar work. References should explain why the applicant is the most suitable contractor for this work and include contact details for follow-up.
